Rector's Message
Compromisso com o debate interno
No meu programa de candidatura ao cargo que ocupo desde 27 de junho de 2014 assumi o compromisso de trazer para o debate interno, com a participação de personalidades externas convidadas, o futuro da Universidade. O Congresso U.Porto 2016 insere-se no cumprimento deste compromisso.
Com esta iniciativa coloca-se em debate a necessária procura das melhores políticas e práticas académicas a serem adotadas no âmbito da missão pública, de grande responsabilidade, da Universidade, em tempos de mudanças aceleradas, num mundo cada vez mais global, com dinâmica de crescimento instável, com incertezas económicas e sociais preocupantes, mas, inequivocamente também com desafios e oportunidades imensas para a ciência, a tecnologia e o ensino superior.
O Congresso contará com a participação de 11 eminentes académicos convidados, oriundos de universidades internacionais e de instituições de ciência prestigiadas, e com a participação direta de 23 colegas das nossas faculdades, de 1 representante dos estudantes e de uma representante do nosso corpo de trabalhadores não-docentes. Expectavelmente, teremos a participação de centenas de outros membros da comunidade académica, nos diversos períodos programados para debate.
Na impossibilidade natural de refletirmos sobre todos os temas que interessam e fazem parte do quotidiano e do futuro das universidades, escolhemos 4 temas fundamentais para o nosso desenvolvimento, que serão debatidos em 7 sessões plenárias, nas quais se inserirão 10 conferências a cargo dos oradores convidados – o Tema 1 aborda, de forma holística, a relevância da Universidade no Século XXI; no Tema 2, suscita-se a reflexão sobre os pilares centrais da Educação e Investigação num Mundo em Mudança; no Tema 3 discutir-se-á a Terceira Missão das Universidades, não só relativamente à valorização do conhecimento, como também sobre a necessária visão de fomentar a Cultura e a Ciência para todos; no Tema 4 discute-se a governação das universidades.
Na sessão de encerramento, que decorrerá imediatamente a seguir à última Sessão Plenária, contamos com a presença e com uma importante comunicação de contexto do Senhor Ministro da Ciência, Tecnologia e Ensino Superior, precisamente sobre os desafios e oportunidades para a ciência, a tecnologia e o ensino superior.
Espero convictamente que este evento, com o debate e com as conclusões que venha a suscitar, constitua um contributo importante para essa necessária “adaptação aos tempos” da Universidade do Porto, para esse objetivo de melhoria contínua da Universidade na prestação do seu serviço público em prol do desenvolvimento nacional, mas também e sempre em prol do desenvolvimento do conhecimento fundamental, da arte e da cultura, para bem do futuro da Humanidade, este um objetivo sem fronteiras.
Termino com necessários, porque justos, reconhecimentos e agradecimentos. Desde logo e em primeiro lugar aos meus colegas da equipa reitoral, principais autores da organização. Igualmente agradeço aos diretores das faculdades que facultaram os seus espaços no imediato da solicitação feita, e agradeço ainda a uma vasta equipa dos serviços da cultura, dos eventos e da comunicação, bem como dos serviços das faculdades envolvidas, fundamentais na logística e nos detalhes da organização.
A todos, muito obrigado e votos de óptimas sessões de reflexão sobre o futuro.
A commitment to internal debate
When I applied for this position, which I have held since 27 July 2014, I made a commitment to bring the future of the University into our internal debate, with the participation of invited third parties. The 2016 University of Porto Conference represents part of the fulfilment of that commitment.
The purpose of this initiative is to hold a debate on the very necessary search for the best academic policies and practices to adopt in service of the University’s public mission. In a fast-paced and increasingly globalised world of unsteady growth and pressing social and economic uncertainties, creating both unprecedented challenges and opportunities for science, technology and higher education, the University carries an enormous responsibility.
This Conference will welcome 11 prominent scholars from prestigious international universities and scientific institutions, 23 faculty participants, one student representative and one non-teaching staff representative. We also expect the participation of hundreds of members of the academic community in our debate sessions.
Given the natural impossibility of covering all issues relevant to the daily life and future of universities, we will focus on four themes that we believe to be fundamental to our development, which will be discussed in seven plenary sessions, consisting of 10 talks given by guest speakers. Theme 1 will take a holistic approach to defining the role of universities in the 21st century; Theme 2 will invite reflection on the core elements of Education and Research in a Changing World; Theme 3 will discuss the Third Mission of Universities, not only regarding knowledge transfer, but also the creation of a vision for advancing Culture and Science for all; finally, Theme 4 will address the challenges of university governance.
In the closing session, which will immediately follow the last Plenary Session, we will also be joined by the Minister of Science, Technology and Higher Education, who will provide an important contextual report on the current challenges and opportunities for science, technology and higher education.
It is my sincere hope that this event, and the conclusions drawn from the ensuing debates, will serve as an important contribution to the “adaptation to the times” the University of Porto must undertake in order to continue its mission of public service. This mission acts not only in favour of national progress, but also of advancing the fundamental knowledge, art and culture across all borders that will benefit the future of all humanity.
I shall conclude by offering my wholehearted acknowledgement and thanks, first and foremost, to my colleagues – the rectorial team – and main supporters of this event’s organisation. I would equally like to thank both the Deans of the Faculties, who promptly made their facilities available upon request, and the extensive team of cultural, events and communications of the central and faculties’ services which were paramount to the logistics and organisation of the upcoming event.
